YEAR 2004: A NEW ERA OF PEACE AND COOPERATION

Distinguished Guests,
Ladies and Gentlemen,
Each year, at this special time, the Hmong New Year Celebration reminds our Hmong people, today scattered all over the world, of their cultural origins. From Asia to Europe and from Australia to America, this new year tradition which our Hmong people have carried with them from the mountains of Laos is an opportunity for all of us to gather together and to feel that we Hmong people share the same ethnic heritage and, therefore, belong to one great family. It is this spirit of unity, which has brought us, by tens of thousands, from all over the United States and abroad to this prestigious Hubert H. Humphrey Metrodome in Minneapolis, Minnesota, to celebrate our common heritage today.
As a member of this Hmong family, I am proud to welcome all of you, honored dignitaries and distinguished guests from Native American, Caucasian American, African American, Cambodian American, Lao American and Vietnamese American communities to our Hmong New Year Celebration of 2004. Thanks to your strong support, this Hmong New Year tradition has become an integral part of the rich multi-culture of the United States. On behalf of the Hmong people, I want to express our sincere and deep gratitude to each and every one of you for contributing to the revival and perpetuation of our Hmong cultural heritage.
I am hoping that, with the year 2004, a new era of peace and cooperation among peoples and nations will soon begin. Our whole human family has suffered deeply from discrimination, racism, ethnic domination, social injustices and wars from generation to generation for centuries. May world history shed its light to all the leaders of all countries so that they can learn from the past and renounce violence to adopt peaceful solutions to national, regional and global problems. This has always been my personal goal when I seek advice and support from the U.S. State Department to resolve the Laotian national problem with the Government of the Lao People Democratic Republic, recognized both by the United Nations and the Association of Southeast Asia Nations.
Last year, indeed, at the invitation of the Laotian Government, I went back to Laos to establish a constructive dialogue with the current administration in Vientiane in order to find a peaceful solution for the Lao and Hmong resistance members and their families who are starving to death in the jungles of Laos, and to explore the possibility of laying foundations for national reconciliation for all the Laotian people inside and outside of Laos. I am pleased that General Vang Pao, who has been a vocal advocate for armed resistance against the communist regime in Laos for the last 27 years, solemnly declared on November 26, 2003, in Oakdale, Minnesota, that he also advocates a political solution to resolve the Laotian national problem. I urge all my Hmong and Lao countrymen to work with the U.S. State Department and the U.S. Congress to improve the political and social situation for all the people of Laos, a country with its own ethnic diversity, and to support the Bush Administration’s Trade Initiative in Southeast Asia which includes Laos. I strongly believe that the extension of Normalized Trade Relations to Laos will benefit both the Laotian and the American people.
Holding high this goal of global peace and international cooperation, I wish each and every one of you and your families a very Happy New Year 2004, filled with good health, peace, cooperation, success and prosperity. I hope to see all of you again next year to celebrate the richness of our multi-cultural America.
